New O‘ahu Jail

Design to reduce recidivism for safer communities

AHL is proud to contribute to the transformative vision of Hawai‘i’s correctional system through planning and design of the New O‘ahu Jail to replace the aging, obsolete O‘ahu Community Correctional Center (OCCC). Guided by a commitment to create a more restorative and reentry-focused system, this project aims to reduce recidivism and foster safer communities.

Comprehensive planning services included forecasting population needs, cost analysis, master planning, community meetings, and an environmental impact statement (EIS). AHL evaluated 12 potential sites, including the existing OCCC location in Kalihi. After assessing the environmental, logistical, and community impact, ʻAiea was selected as the new site location.

Engagement is at the heart of this effort. Our team facilitates open communication through public forums, neighborhood board presentations, and one-on-one outreach. As the design progresses, we continue to collaborate with elected officials, community organizations, and the public at every stage, creating a facility that serves as a model for rehabilitation in Hawai‘i.
